Call for Review: High Resolution Time Level 2 is a W3C Proposed Recommendation

The Web Performance Working Group has published a Proposed Recommendation of High Resolution Time Level 2. This specification defines an API that provides the time origin, and current time in sub-millisecond resolution, such that it is not subject to system clock skew or adjustments. Comments are welcome through 12 November 2019.
